Women for Change has welcomed the amended Criminal Procedure Code Act No. 4 of 2026, which makes all sexual offences, including rape, defilement, and incest, non-bailable, describing it as a significant step toward protecting survivors and ending impunity.
Executive Director Lumba Siyanga says perpetrators have often exploited bail to intimidate survivors and evade justice.
Ms. Siyanga says the amendment sends a clear message that sexual violence will not be tolerated.
She has since commended government for prioritizing the safety and dignity of women and children through the legislative change.
Ms. Siyanga adds that the reform strengthens accountability and is critical in ensuring survivors are not re-traumatized while cases are before the courts.
