EIZ Flags Procurement Gaps, Contractor Capacity as Key Challenges in CDF Projects

The Engineering Institution of Zambia (EIZ) has raised concern over weaknesses in procurement processes, contractor capacity, and planning, saying these are affecting the quality and value for money of Constituency Development Fund (CDF) projects across the country.

Speaking in an interview with Mafken News, EIZ Head of Public Relations Ntalasha Yulu said political and community pressure is also influencing project selection and implementation timelines, raising concerns about efficiency in public infrastructure delivery.

Ms. Yulu noted that recurring challenges include inefficiencies in tender processes, engagement of contractors with limited technical capacity, and skills gaps in some regions. She added that changes to project scope during implementation are contributing to cost overruns and compromising quality standards.

She further said some contractors lack a clear understanding of project requirements, while limited supervision capacity at the local level has affected quality assurance in certain cases.

However, Ms. Yulu commended registered engineers overseeing CDF projects at council level for demonstrating competence despite resource and staffing constraints.

She also revealed that EIZ signed a Memorandum of Understanding with the Ministry of Local Government two years ago to vet the qualifications of engineers and contractors involved in CDF projects. She added that disciplinary action will be taken against professionals responsible for substandard work.
