Health Bodies Challenge Government Over Proposed Health Professions Amendment Bill

Health professional bodies have challenged the Zambian government to reconsider and reframe the proposed Health Professions Amendment Bill No. 23 of 2026, citing concerns over governance and representation.
Speaking during a media briefing in Lusaka, Clinical Officers Association of Zambia Secretary General Musonda Kamfwa questioned why government is seeking to amend a law it had recently assented to, despite earlier warnings about legal gaps.
Dr Kamfwa expressed dissatisfaction with specific clauses in the proposed bill, particularly the removal of health professionals from active participation in the governance of the Health Professions Council of Zambia (HPCZ).
He also raised concern over the proposed inclusion of up to five private sector representatives on the Council’s board, arguing that it could affect balanced representation.
The associations have since called on the Minister of Health and Members of Parliament to facilitate meaningful stakeholder engagement before the bill is enacted into law.
