The Advocates for Democratic Governance Foundation (ADEG) has expressed concern over revelations in the Auditor General’s 2024 report showing that K771.3 million of the K5.1 billion Constituency Development Fund remained unutilized.
Speaking to Mafken News, ADEG Executive Director Gideon Musonda said the findings were not surprising, attributing the under-utilization to limited capacity among local authorities to effectively manage and implement CDF projects.
Mr. Musonda said ADEG’s engagements with communities countrywide indicate minimal or slow development despite increased CDF allocations to constituencies.
He has called on government to urgently invest in capacity building for councils, stressing that stronger institutional capacity is key to ensuring CDF resources are fully absorbed and translated into tangible development outcomes.
