Ministry of Mines Holds Stakeholders Meeting to Harmonize Mining Regulations

The Ministry of Mines and Minerals Development has convened a stakeholders’ meeting in Lusaka to review and harmonize mining regulations aimed at enhancing governance and efficiency in the sector.

The workshop is examining provisions under the Minerals Regulation Commission Act No. 14 of 2024 and the Geological and Minerals Development Act No. 2 of 2025.

Permanent Secretary Hapenga Kabeta said the exercise seeks to establish a clear, transparent and predictable regulatory framework to support sustained growth in Zambia’s mining industry.

Dr. Kabeta noted that aligning the two laws will eliminate duplication, improve operational efficiency and boost investor confidence.

He added that the Ministry is developing new regulations to strengthen geological data management and mineral exploration, while revising existing rules to align with current industry standards.

The meeting is also focusing on the artisanal and small-scale mining subsector, with Government reaffirming its commitment to promoting formalisation, sustainability and responsible mining practices.
