SP Leader Dr. Fred M’membe Arrested Over Alleged Online Harassment of President

The Zambia Police Service has arrested and formally charged Dr. Fred M’membe, 66, a Lusaka resident and leader of the Socialist Party, with harassment and humiliation under Section 22(2)(a) and (b) of the Cyber Crimes Act No. 4 of 2025.
Police Public Relations Officer Godfrey Chilabi confirmed to Mafken News that Dr. M’membe allegedly made vulgar statements on February 26, 2026, during a Kwithu FM radio programme, which was simultaneously streamed on a Facebook page titled “Dr. M’membe.”
The remarks were reportedly intended to humiliate the President of the Republic of Zambia and Commander-in-Chief of the Defence Force, Hakainde Hichilema.
Dr. M’membe remains in police custody and is expected to appear in court soon.
Mr. Chilabi emphasized that while the Zambia Police Service respects citizens’ constitutional right to freedom of expression, this right has limits, especially where public morality and the reputations of others are concerned.
He also reiterated the police’s commitment to upholding the rule of law and ensuring compliance with Zambian laws.
