Mansa Municipal Council has officially migrated from manual transactions to a digital cashless platform known as the Paperless Express System.
Council Public Relations Officer Mr. Norman Kashi explained that Paperless Express is a locally developed, web-based and cloud-hosted Management Information System (MIS) tailored for Local Authorities and SMEs in Zambia. The system provides an integrated solution for managing budgets, revenue, expenditure, licensing, accounting, and other key operational functions.
Mr. Kashi highlighted that the platform is linked to all three mobile network providers Airtel, MTN, and Zamtel as well as banking systems, enabling businesses and the public to make online payments for levies, permits, licenses, and other council services.
He further announced that with the rollout of this system, Mansa Municipal Council will no longer accept cash payments or issue hard copy receipts.
Clients already using online payments will continue seamlessly, while those still making manual payments are encouraged to visit the Finance Department to have their details captured and registered onto the system.
